Why the federal deduction stops at the state line.
The North Carolina return instructions state that federal adjusted gross income is the starting point for North Carolina taxable income. The tips, overtime, senior, and car loan interest deductions are claimed on federal Schedule 1-A, after adjusted gross income is figured, so they never reach the number North Carolina starts from.
The same instructions say North Carolina does not conform to the federal additional deductions reported on Schedule 1-A, and does not use the federal standard deduction amount either. North Carolina applies its own standard deduction instead.
What the 2026 state law did and did not change.
North Carolina enacted Session Law 2026-31 (Senate Bill 595) in July 2026. According to an EY summary of the law, it moved the state's federal conformity date from January 1, 2023, to July 5, 2025, and noted that deductions taken below adjusted gross income, including these four, would need separate legislation to apply in North Carolina.
A separate proposal, House Bill 11, titled No Tax on Tips, Overtime, Bonus Pay, was re-referred to the House Finance Committee in March 2025 and has not become law.
What that means in dollars.
North Carolina's individual income tax rate is a flat 3.99% for 2026, according to the Department of Revenue rate schedule. As an illustration, $10,000 of tips that you deduct on your federal return still adds about $399 of North Carolina tax at that rate, before any other changes to your state return.
The department notes that additional rate changes may apply for tax years beginning in 2027, so the rate on next year's return can differ.
